Implementation of Local Agenda 21 in the Czech Republic. Case Study of Prague, Prague 10, Prague 14 and Chrudim
Bahenský, Martin ; Jüptner, Petr (advisor) ; Bubeníček, Václav (referee)
The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. The paper also directly identifies some of the institutional shortcomings of the LA21 method as it is set up today by the LA21 Working Group of the Government Council for Sustainable Development based on the principles of the United Nations global initiative from 1992. This diploma thesis discusses the evaluation of the extent and way of using the social network called Facebook by the municipalities of the Central Bohemia Region, participating in the local Agenda 21. The subjects of the research are official Facebook pages of the municipalities on the mentioned social network. Emphasis is placed on revealing the relationships between the characteristics of individual municipalities and their activity, or the way of using Facebook. The theoretical part of the thesis provides definitions of the basic terms and the theoretical background. The research questions are formulated in the Methodology chapter. They are answered in the research section of this thesis by using combination of research methods. Official Facebook pages were created by four municipalities (until the 1 January 2016) from total number of twelve municipalities and small municipalities, participating in the local Agenda 21 in the Central Bohemian Region. According to the results of the econometric analysis, the higher the unemployment rate in these municipalities, the more likely it is that the municipality has an official Facebook page.

Local Agenda 21 and its impact to the municipality development
Janů, Petra ; Khendriche Trhlínová, Zuzana (advisor) ; Havlíčková, Daniela (referee)
This thesis deals with the Local Agenda 21 (MA21) and its impact to the municipality development. The Local Agenda 21 was derived from The Agenda 21, the main document of sustainable development agreed by UN in 1992. It is generally known that society development, population growth and growing peoples needs meet the limited quantities of the resources. Exactly this conflict between unlimited peoples wants and the limited amount of the resources has led to creating the Agenda 21 which was the reaction to unreasonable wastage of the resources and to environment deterioration. Local Agenda 21 is a blueprint paper for local authorities and its main aim is to achieve sustainable development in the particular area. Efficient usage of the resources may be seen as a proper solution. International project Healthy cities (WHO) operates with principles of sustainable development. The theoretical recourse may be found in the first part of the thesis. The practical implementation of MA21 principles (they are derived from principles of sustainable development) in Pelhřimov may be found in the following part. Pelhřimov joined the mentioned project Healthy cities in 2005. It means that these municipalities should respect sustainable development, environment and citizens opinions. Healthy cities also should preserve the environment for future generation.
Development of local Agenda 21 by using resources from the EU (case study of Uherské Hradiště)
Pančochová, Lenka ; Abrhám, Josef (advisor) ; Popovová, Marie (referee)
In my desertion I focus on financing the development of local Agenda 21 from the Revolving Fund of the Department of the Environment. Financial resources of this fund were transferred from the former revolving funds Phare, which were sponsored by the European Union. I concern with the principles of using these resources, keeping on them and possibilities of their drawing. I pay attention mostly to grants (e.g. form of non-returnable money), that are aimed at sustainable development on the local level. I put all my knowledge from this area into effect working on case study of the town Uherské Hradiště. This town received money from the Revolving Fund of the Department of the Environment in the first appeal which was proclaimed in January 2008. Nowadays Uherské Hradiště has fulfilled all the necessary criteria to be shifted into higher category in the system of local Agenda 21 and therefore is a suitable subject for applying for the next grant from this fund within the third appeal. This appeal is going from the end of April 2009. Uherské Hradiště has significantly changed in the right way from receiving the extra money to help the town with sustainable development. Communication with public is on the highest level ever.
